陈水扁以贪渎和欺骗终结其8年的政绩。马英九上任甫过百日，其愚钝轻慢的施政风格
已让无数支持者咬牙切齿。舆论界最近流行的说法是：好不容易送走了一个「坏总统」
，却又迎来了一个「笨总统」。民心望治，偏偏「英明领袖」难寻，这难道是台湾的宿
命？
其实，从陈水扁到马英九，其政策有一个一脉相传的特质，那就是恐惧与焦虑。阿扁以
化约的统独论述，夸大对岸的威胁，用尽各种手段，把中国塑造成一个「理想的敌人」
，他自己则躲在这个理想敌人的背后，为所欲为。每一次选举，只要张牙舞爪辱骂北京
，只要将竞选对手划归「中共同路人」，他就轻轻松松自我封神为护卫本土的英雄。
即使是像国务机要费如此明显盗取公帑的案件，他都可以杜撰出一个「南线项目」，自
以为只要是跟中国抢地盘的说词，任何行为都可以被合理化。海外汇款案爆发之后，他
同样可以假借台湾社陈昭姿等人之口，将遍布五大洲十余国的巨款编造为「台独建国基
金」。然则，陈水扁如此长期以煽情言论经营的反共恐中情结，浸浸然成为国家政策的
核心，甚至扩大为国民意识的组成部 |
