尤以非洲國家較常見。
肯雅非洲領袖中心研究員奧莫迪（George Omondi）撰文指，非洲48個1990年代以後頒
佈新憲法的國家中，33個有限制領袖任期，大部份為兩年，但自1998年後，近30國曾考
慮移除連任限制，多數先把任期上限由兩屆改為三屆，為終身制鋪路。
改推「單任5年制」防獨裁
烏干達總統穆塞韋尼（Yoweri Museveni）及盧旺達總統卡加梅（Paul Kagame）都是成
功例子，但也有失敗者如贊比亞的奇盧巴（Fredrick Chiluba）及馬拉維的穆盧西（
Bakili Muluzi）等。
在南美洲委內瑞拉，政府在2009年以公投通過修憲，讓查韋斯成為「終身總統」，他最
終執政至2013年逝世。亞洲較為人熟悉的例子是南韓前總統朴正熙，他在1972年廢除總

美国华盛顿邮报撰发爱尔兰都柏林大学专门研究国家领袖任期的学者巴图鲁队文章，指
出中国国家主席习近平修宪后无限制担任中国党政军领导人，也会遭遇世界其他终身执
政领导人被迫下台的危险。
据美国中文媒体引述华盛顿邮报一篇专栏引述专门研究世界各国领导人任期的专家指出
，中共计划修改宪法撤销国家主席任期，理论上可以容许现任的主席习近平一直居位至
鞠躬尽瘁为止，而这个忧虑并非过份，有鉴习近平有独裁统治的倾向。
该篇文章引述都柏林大学专门研究国家领袖任期的学者巴图鲁（Alexander Baturo）的
研究提问，这是否意味习近平或可会做到死而后已？根据其他国家同样的例子，取消任
期上限，习近平的前景目前难以定论。文章指出，大多数取消任期而延续掌权的领导人
，都会面临被推倒或甚至被暗杀的下场。
