原题：对我院研究生教育体制重大变革的回忆与思考

（一）
1998年3月根据院党组的决定，我由中国科技大学党委书记兼副校长的岗位，调任
中国科学院教育局局长，1999年在国务院机构改革期间，科学院教育局与人事局合并重
组，我又担任了重组后的首任人事教育局的局长，深深感受到党组的信任与责任的重大
。我在院机关任职的三年多时间中，按照党组的决策以及路甬祥院长和时任副院长白春
礼的指示精神，具体组织和实施了中国科学院研究生院的组建工作，完成了我院研究生
教育体制的一场重大变革。这是在院党组领导下，人教局、研究生院、各培养单位（研
究所）广大干部、教师、科研人员、职工以及学生共同努力的成果，也是我一生经历中
最具有挑战性，最值得回忆的往事之一。
我到院机关工作时，正值人类将进入新的千年，面对新世纪，在中央制定“科教兴
