Karl Ziegler was born in Helsa near Kassel in Germany, on November 26, 1898.
He graduated in 1920 under Prof. von Auwers at the University of Marburg/Lahn,
and qualified as a lecturer in 1923. After working for a short period at the
University of Frankfurt/Main, he spent 10 years as a lecturer at Heidelberg.
His research work in the field of radicals with trivalent carbon and his
syntheses of multi-membered ring systems earned him the Liebig Medal in 1935.

因為想等PERM而遲遲沒有辦勞工卡。如果H1B剛開始還無所謂﹐如果H1B已經有好幾年了﹐
恐怕就不能再等下去了。
去年三月勞工部的勞工卡單位發佈一份重要的備忘錄﹐一般都稱之為ZIEGLER MEMO。對於
各地區勞工部大量拒絕的RIR有所矯正。我們曾利用這份備忘錄的重點和勞工部做過交涉
﹐使得好幾個曾經勞工部拒絕的RIR起死回生。但是這份備忘錄並不適用於失業率較高的
職業﹐例如電腦﹐電機﹐通訊。也並不適用於一般美國就業人口眾多的行業裡。例如會計
﹐財務方面的工作。
基本上這份備忘錄對於RIR的審核標準定例如下﹕
1。對於該職業是否會有很多的美國員工
2。對於特定的區域裡﹐在勞工部的徵聘過程當中﹐是否出現較多合格的美國員工。
3。需要聯絡各州的勞工局﹐了解該州的就業人口問題。
4。需要了解過去六個月裡﹐是否有文章﹐新聞報導﹐或是專題研究有關該區的某些職業
市場問題。
如果CERTIFYING OFFICER經過以上四項的調查後﹐認為應該有合乎條件的美國員工﹐RIR
則應該拒絕。

通过对这些报告名单进行统计分析ICM 2014做1小时报告和45钟报告的名单，结果表
明：
ICM2014一小时大会报告共邀请了21位数学家，其中美国10位，法国3位，英国2位，
日本、韩国、瑞士、比利时、加拿大、意大利等国家各1位。
美国10位被邀请做一小时报告的数学家中，有5位是来自俄罗斯和东欧（匈牙利、捷
克）的数学家，目前都在美国一流大学（麻省理工学院、加州大学伯克利分校、普林斯
顿大学等）任职，还有3位分别来自伊朗、法国和英国。有2位在麻省理工学院、加州大
学伯克利分校任教的数学家（Alexei Borodin和Vera Serganova）都毕业于莫斯科大学
。这从一个侧面反映了苏联解体以后，俄罗斯的人才流失非常严重。另外，来自美国本
土的数学家只有2位。

一向是中国人要求日本修改被教科书中被篡改的历史，现在轮到日本针对历史问题向美
国教科书提出抗议了。1月29日，日本首相安倍晋三针对美国公立学校采用的历史教科
书记载“南京大屠杀”致40万人死亡一事，称该教科书歪曲历史。 日本曾多次改编
历史教科书，无视真实历史。但日本媒体1月29日报道称，安倍在当天举行的众院预算
委员会会议上，对美国历史教科书记载南京大屠杀死了40万人一事表示惊愕。
安倍说，“我们在国际社会上表现较为谦卑收不到什么成效，该主张的事情就应坚
持下去”。关于南京大屠杀遇难人数，中国官方和学界目前认为是30万人，也有研究指
出是40万人。
专家认为，美国教科书的数据并没什么值得惊愕的，倒是日本试图否认南京大屠杀

虽然是第二大宗教，Catholic也是被歧视对象。表面上是宗教问题，但是更深层的是种
族或者亚种族歧视。因为Catholic主要是Italian, Irish, Polish等等。 Italian被形
容成都是gangster, Irish被形容成都是alcoholic或者gangster，Polish被形容成
ruthless。
还有地域歧视，背后也有很多种族成分，但是就比较subtle。比如骂Boston，隐含骂
Irish的意思，比如Kennedy，甚至Kerry，虽然Kerry不是Irish。骂人New York，隐含
骂犹太人的意思，比如the west wing里面有一集，一个conservative的religious
group的女的，在white house骂new york...，其实就是骂Toby Ziegler和Josh Lyman
都是犹太人，虽然Josh Lyman很阿Q的说我是从Connecticut来的。还有midwest，The
