根據華爾街日報中文網報導指出，知情人士透露美國財政部正在計畫提出一項方
案，逐步削弱Fannie Mae（房利美）與Freddie Mac（房地美）的作用，最終將這兩家
機構關閉或徹底私有化。
由於在2008年次貸風暴影響下，美國先後花了1500億美元救兩房，兩房債券儼然
成為美國國債的一種，而大陸正是持有美國國債最多的國家，加上大陸商業銀行所持有
的兩房債券，估計大陸恐虧損4500億美元。
房利美與房地美原是美國最大的民營房貸機構，主要從銀行和其他貸款發放機構
處購買抵押貸款債權，然後將其打包證券化後賣給投資者，受到2007年掀起的金融風暴
影響，出現巨額虧損，但由於兩房一直以來幾乎是美國的經濟命脈，因此2008年美國政
府不得不出手接管了兩房。
但兩房在接管後仍虧損難止，據彭博社報導美國即將在今日宣布事關10.6兆美元

美國經濟危機，樓市崩潰是一大根源。為阻遏樓宇斷供潮，美國總統奧巴馬昨宣布總值
2750億美元的拯救業主方案，除與按揭機構合作，減低陷困業主的按揭還款利息開支，
也加強注資兩房，希望助多達900萬家庭避過收樓厄運。但消息未能刺激股市，道指一
度跌近百點，之後才回升。
剛於周二正式簽署7870億美元刺激經濟方案的奧巴馬，周三在亞里桑那州鳳凰城宣布拯
救業主方案。白宮稱，救樓市方案有3大要點﹕
1)幫助400萬至500萬做了按揭、有如期供樓的「負責任」負資產業主再融資，減輕月供
還款壓力。只要按揭是透過兩房(房利美或房貸美)批出或獲兩房擔保，業主就可尋求兩
房提供再融資，得享較低按揭息率；
2)以750億美元「穩定業主計劃」，幫300萬至400萬陷困業主減低即時斷供風險，至於
炒家則不會有任何援助。目前很多業主既無力支付按揭供款，又因樓市大跌無法轉售樓
宇甩身，陷入絕境；
3)倍增對兩大房貸機構房利美和房貸美的財力支持，由原先向他們分別注資1000億美元
購入優先股，倍增至分別注資2000億美元，「以強化及保障按 |

*東、南、西三個方向的朝向，從日出到日落，讓這間位於11樓的公寓全天擁有燦爛陽
光，可以眺望曼哈頓中城和下城的美景，還有今年起重回東河的梅西國慶煙火；
