中很多人都是很早的PD, 而且有可能是通过cheating得到的PD. 他们急迫的想转往EB2,
从而可以尽快拿到绿卡。这中间很多方面的人可以获得巨大的经济利益，包括美国政
府，移民律师，等。
受这些利益的驱动，这些人为促使O给印度人大量的名额。因为只有EB2有名额，才能会
刺激更多的印度EB3往EB2转。如果印度的EB2本身没有名额，那么哪个EB3还会费那个事
情。
而中国人中间，则更多的是EB2, 实际上都是EB2. 他们批一个中国的EB2所获得的钱远
远少一批一个印度EB3转EB2，而后再EB2的钱。
归根到底是porting所导致的巨大的经济利益，促使O极力的给印度人名额。因为印度的
EB3有4到6万那么多。这中间政府获益，移民律师也获益。 |

联邦政府的规定里又有Bachelor+五年工作经验就可以按照EB2申请的规定。
有两种办法来停了porting:
1. 修改移民法：这个要经过国会。几乎不可能。
2. 修改联邦政府规定： 把五年工作经验变为equivalen degree扩大到十年。这个尽管
不需要经过国会，政府本身就能做到。但是至少从目前来看，政府不会这么做。 |

BB2 to submit I-485, then if O starts to use Spill over by moving both
Chinese and Indian PD at the same time at once. Then we can get a little bit

法职业移民的冗长排期作为非法移民的遮羞布，所以理论上任何不利于缩减烙印的
backlog的论调都很难得到支持。
现在最现实的是联合烙印，以烙印的活动能力为主，力推落实EA的细则，让140直接无

我在电话中再次重复了我们的要求：we want both China EB-2 and
Indian EB-2 to reach the 2800 country limit at the same time.
O从头到尾就在狡辩和装傻，就在下面几个point之间来回切回：
1. 他会综合各种信息来做决定，包括海外领事馆使用的名额，而我们不知道这些数据
2. 印度人很多EB-2的排期都靠前，他们要优先使用剩余名额。剩余名额不能平分
3. 中国EB-2排期已经比印度EB-2前进好几个月了
4. 中国EB-2的limit今年一定会用到
我逐一做了反驳，告诉他1，2, 3和我们目前的要求没关系，我们的limit要在5月用完
。如果印度人用剩余名额，那说明他们在5月到limit，我们也要求同样的待遇，这是
INA law要求的。他根本不直接回答问题，反反复复说他那几个point。
从一开始他就想挂电话，我们两个互相强调了自己的观点，最后他很不耐烦的丢下一句：
