保险。等到生病的时候才去买。所以，保险公司会增加很多病的人。保险费会上涨。第
二点loss ratio requirement，85% for large company and 80% for small company.
这条对Individual market has very big impact since the cost of selling and
maintaining individual business is significantly higher and I am not sure
what comany can manage it at 80% for Individual market only. This will
possibly cause more insurance companies merging. As a result, they will have
