You certainly seem to be qualified for some of entry-level actuarial
positions; unfortunately, at this time our clients are not willing to
consider candidates through our firm who require OPT/H1B visa sponsorship.

sponsorship.
没绿卡是难，但是每年都有人没有绿卡也找到精算工作了。
关键是看自己的实力和运气。还有就是别一棵树上吊死。
