you need to do it only when you're asked to do it by the dmv (for example,
when you transfer the ownership, or when you renew the registration)
did you just buy the car?
I would call dmv/check web site of your state's dmv to make sure. again, try
to get help from your local friends if you're new.
by the way, "friend" in this case means anybody that you had chance talked
with before, if you're student, you can ask your class m
