as far as I know, one state, Florida, can issue you a DL with a B1 visa
using hotel address, if you can get a letter from hotel, 2 of my co-workers

to LZ, don't be lazy, go check your visiting state's DMV site, most state
has no restrictions on what kind of visa you need to have to apply for DL,
as long as you can gather all the documents, you are ok, but, for most
people only stay for a very short time, you can't get required document,
that's the key.
and again, YES, in FL, you can get a DL even you are just traveling, the
process take anywhere from 2 weeks to 1 month, no need to attending driving
school, and the road test is the easiest test in the state! (maybe it is
even easier in mid-west? i don't know) so if you can stay there for that
long and you think you are ready to drive, go for it. (actually, the time
requirement is just for getting a appointment for road test, you can choose
stand by at test site, if you are lucky, you can get it within 1-2 days)
to all others who post answers: if you never heard of it, doesn't mean it
never happen, so please shut the FK up! if you really want help, please
provide all the info you can, such as which state you are referring to and
which part you think he can't pass and why. this is called being responsible
