rental car companies are required to provide customer the option to buy LDW.
GOOD NEWS: most Amex credit card will cover Loss and Damage as long as you pay for the rental using that card. For example, Costo Amex card agreement has such terms that Loss and Damage are covered, so you only pay for the rental, w/o insurance.
Also, if you are 100% sure you won't damage or lose the car, you can choose not to buy the LDW. | a**T
