If there's water inside then somewhere is leaking. You have to take the
assembly off, dry it and then fix the leakage. The leakage is possibly
located at the bulb gasket, the conjunction between the lens and plastic
housing, or there's a crack on either the plastic housing or the lens.
Most of time this will lead to headlight assembly replacement.

heat.
Taking off the whole thing is too much work for me. Is there a simple way
to dry it out? I don't mind doing it once a while.

If you can use a hair drier near it you might be able to do this. Just take
off the rear cover and bulb then blow hot air into the housing through the
bulb hole. However in order to figure out and fix where the leak comes from
you still have to take it off. Otherwise it will be foggy again when it
rains.

然后上缘斜着向上钻一个小孔进气，
这样的话有水就自动流出，根本不用操心

那么干的话一下雨灯泡就炸了。自己想想灯泡多贵，换个大灯才多少钱？

IS THE DAMN REASON !!! I thought it was because the contact is loose.
Good thing is now I buy from Ebay, shipped from HongKong, cheap.
