money on that, so technically speaking, how to go through his insurance? we
did not call the police, there is no accident report, how do I do that?

no matter to which insurance company you claim the accident, all insurance
companies would document this accident.
if you want to replace the bumper with an accident record, go ahead to call
either his or your insurance company, they would take care of you without
let you pay a penny.
if you just want cash and let the bumper as is, looks like that guy can pay
half of repair quote.

Then call his insurance company (assuming he still acknowledges it is his
fault).

然后对方保险公司会给你支票，您拿着支票可修可不修
对方说愿意给你一半也是同样意思，直接让对方给你一半，就不用去修了
