Dear Senator,
Please say NO to Bill S386, "Fairness for High-Skilled Immigrants Act of
2019” for the following reasons.
1. This legislation will allow only one country – India – to dominate the
Employment Based Green Cards in the future. An entire generation of foreign
workers from 190 other countries will NOT have a chance to work in the
United States!
2. India represents a proportional 17% of the world's population. If the
bill S386 pass, Indians will account for 80% of immigrants to the United
States, which will severely hurt the diversity of immigrant and American
society.
3. For a period of more than 10 years, S386 would allow only India to co-
optthe program and would effectively wipe out diversity in skilled legal
immigration. Since the majority of PhDs and MDs are NOT from
India as noted below, and these valued foreign professionals perform
critical research here in the US, this legislation would have a
catastrophicimpact to US vital interests.
4. India has been abusing the H1B skilled worker program with fake
sponsoring companies and fraudulent applications. Allowing Indian nationals
to take 90% of annual immigration quota will only cost more American jobs
and hurt American citizens employment opportunities.
5. US-Based PhD and MD facts: -> Nearly 80% of US-based MD's are
from foreign countries around the world and NOT from India! [

6.A "YES VOTE", or co-sponsoring S386, "Fairness for High-Skilled

legal immigration system and be detrimental to the vital interests of the

该通过了。问题在于这个提案要解决的问题和你看到的问题不是同一个问题。明白了吗

要解决也不是这样的，既往不咎又不影响其他人，就应该增加发卡额度
--这里不是讨论这个的地方，你有兴趣可以到隔壁，看谁丢人

你的问题在这个问题的上游，你要改革就去改H1b, 140。这个提案要求485一视同仁没
