Basically, noone in education has so called "ming qi" in "guo wai".
A good way to know is whether this person publish on Western or American
major journals. By examining the impact of his or her articles, you can
tell whether this person has an impact abroad.
Actually, title and "ming qi" is not the major consideration when
admission committee here in US reading your reference letters. Something
more valuable they are looking for are how much work you have done with
