Current BM or BF can start a vote for 12 old or respectable IDs (maybe BM or
BF can give a list), forming a board. (Any numbers here are subject to change
accordingly)
ANYBODY can quote other ID's remarks, or list the ID's PAs. If more than 4
(given not every people are not online) ppl from the board re the topic and
think the ID should be warned, banned, BM or BF should do it.
It's another way to reflect Minzhu and Jizhong, hehe.
