Based on the reaction on the web so far, I think I may have overlooked the
extent of funding problem in many of China's universities and research
institutions. My statement "I do not know any productive scientist in China
who is not well-funded" may be relevant only in biomedical sciences and in
more elite institutions. Also, I have not been sympathetic enough to many
scientists who are apparently stressed by the lack of funding and feel
powerless in changing the situation. Asking them for self-discipline does
not strike the cord.
I have seen much waste in elite laboratories and institutions, and have
clearly proposed that a solution for the funding problem is to shift the
money for mega-projects to smaller investigator-initiated projects, by
increasing both the number and size of the latter grants. This is apparently
ignored by many viewers. My point that current community fails to react to
misconduct properly is also ignored.
I fully agree that the funding system has to be changed. However, at present
, I do not think drastic changes in the system will necessarily bring a more
fair system. If there is no self-discipline and ethical standard on the
part of scientists involved in the review and funding processes, no system
will yield fair results.
There is also a philosophical issue that I would not go into now - whether
Chinese science ought to move further along the elitist route or a
democratic route. Is it more important to have a few Nobel prize winners or
to have a large population of active research scientists, who may not
achieve as much in their own research but would contribute more to the
spread of science and scientific culture into our society? | Z**********g
