bind to UAS/enhancers.
5' UTR refers to regions in mRNA, but do not encode protein.It is not riched
for TF binding sites.

promoter, and more and more updated TFBS searching tools include it into
analysis to increase the sensitivity. That's my point. I do have no problem
with the textbook knowledge you mentioned.
