国会达成了2017年的spending bill.
Politico reported that the deal contains $1.5 billion for enhanced border
security, though it does not include money for the physical border wall
along the U.S.-Mexican border that Trump had pushed for.
It also contains bipartisan priorities, such as $2 billion in new funds for
the National Institutes of Health and former President Obama's cancer

年初congress就答应了的，说是1.8 B? 其实congress不给钱，
Biden自己搞个基金会给moonshot搞钱我看5年1.8B也没问题，
到时候大家脸上都不好看
