Title: China’s Peripheral Security Challenges and Its Pan-Peripheral
Diplomatic Strategy
演讲者简介:祁怀高,复旦大学国际问题研究院副教授,哈佛大学肯尼迪政府学院访问
研究员。2008年7月至2010年9月在复旦大学政治学博士后流动站从事博士后研究。2007
年6月获武汉大学世界史博士学位。
Biography of Speaker: Qi Huaigao is Associate Professor of international
relations at Fudan University’s Institute of International Studies. He is
also currently a Rajawali Fellow at the Ash Center of Harvard Kennedy School
. Prior to joining the faculty of Fudan University, he was a Postdoctoral
Fellow in Political Science at Fudan University from July 2008 to September
2010. He received his Ph.D. in World History at Wuhan University in June
2007.
讲座内容:在21世纪第二个十年来临之际,中国的周边地区进入动荡升温期和矛盾多发
期,中国的周边安全环境呈现出某些恶化迹象和面临着严竣挑战。祁怀高将向大家分析
中国周边安全面临的六大挑战:部分邻国疑惧增加、美国对华制衡加深、海洋领土争端
升温、周边突发事件频现、邻国剧烈政治转型、亚太多边制度竞争。并将和大家一起探
讨中国如何构建面向未来十年的“大周边外交战略”,以实现中国与周边国家的共同发
展和繁荣。
Abstract of Speech: As we enter the second decade of the 21st century, China
’s peripheral security environment is facing new serious challenges against
the backdrop of its rapid rise. Dr. Qi will analyze six new challenges in
China’s peripheral security environment as follows: 1) the increasing
suspicions of selected Asian countries over China’s rapid rise, 2) the
deepening balancing policy on Asian affairs by the United States; 3) a
number of simmering marine territorial disputes which China is involved in;
4) the outbreak of frequent emergencies around China’s peripheral regions;
5) the drastic political challenges posed by the political democracy and
political transition of China’s neighbors; and 6) various multilateral
initiatives were put forward by the U.S., Japan, Australia, and the AESAN.
Dr. Qi will also discuss how China can construct a forward-looking “pan-
peripheral diplomatic strategy” in the coming decade, which will be
conducive to pursuing common development and prosperity between China and
its neighbors.
