well, theoretically BM should be choosed by networms in this BBS
not only networmscurrently active in that board
but for ease of operation
non-Zone 8 BM could be choosed by networms locally to that board
but for Zone 8 BM, this kind of policy will lead to trouble
for voting publicly bbs-widely
the cost will be too big
BT group r supposed to be Parliament
so represent public opinion bbs-wide
