but if you bid 4H, it's not gambling, it's suiciding
with nothing in hearts and most strength in enemy's suit.
Bidding is just as simple as counting your toe. :)

what I am thinking is 3d or even 3c, show a little better hand than 3h
if you pd got SA, and single D, which is very possible, there is a chance that
even with 13 points, the 4h is very decent

I really don't know, any hands which are pretty usual, in your words, they
must be a
prefect hand.
You mean, after the balance, the point is simply raise to 4H with out any
extra.
So you think hands like

AK
should double. and it is pathetic. and/or it is a perfect hand, and of course
you MUST bid 4H with this hand after 3H?

After all guys think 3H is good enough, I already think I should bid lower.
Actually, I bid 4H is not for the hand, usually I might bid 3H.
I bid 4H simply for gambling since we are 10 IMPs behind and I think this is a
good chance for fight back.

especially when you are red. You have some play even facing such a minimum:
SAxxxx HAxxxx Dx Cxx, in which case you need H 2-2, which justifies
the winning odds for a vul game.

opened 1S, the right rebid is 3H or 4H, not 2H.
Just calm down. It's a popular misunderstanding of 2H reopening for many
