This is normal filename.
.cgi suffix is not always necessary.
.html can also be a cgi program.

Different webservers often support different executable file suffixs.

it depends on how you configure your web server.
you can let the web server treat all files as programs
and then even .html or .mp3 will be checked by the
server and call necessary programs to execute them
before feed the content to the browser.

1, .html maybe programs. they don't have to use .cgi. you
can use any suffix and configure your webserver.
2, some parameters may not be used. they are for logging and
analysis purpose. e.g.: a link to a static html page may
have tags to indicate from where the link is from. this tag
is not used by this page but appears on web traffic log and
later can be used for analysis purpose.
