I found out that our local cable company
has "business class" cable internet access.
That service is designed for small business.
The upstream and downloading speed are both
1000kbps, and one to four static IP address.
I am thinking of using that to build a website
at home, clustering some linux machine together
to improve performance. The problem is,
I have no idea what kind of throughput the
1Mbps can provide. Will it good enough
for a small online business?

Of course, your connection is close to T1. if it's not
satisfied, then your business is not small.
(are u sure your results? soon or late, your cable
company will cut upstream down, or maybe block some
ports like 80)

it's hardly enough for any pornography site, big or small...
or a website for music/video download.

of downloading, but to host applications for
small business. If I build the site at home
and use my home machine as the web server,
the cable company can still block my 80 port?
How?
I am not very sure about the website performance.
Many hosting service restrict data volumn (eg. 100G),
I am only concerned about the throghput of
the 1000kbps. I can always use clustered webserver
as long as the 1000kbps is enough for my
clients.

1Mbps should be enough for most websites.
whether your ISP will block your service depends
on your service agreement.
