I said "signed", basically public-key stuff
it seems that with the peer doing accounting,
it is impossible to fool the peer,
there does exist some room for shrewedness,
since the protocol (as implemented by most clients)
do not proportionally allocate bandwidth, and instead
do a 1/0 choke/unchoke, it does not make sense to send more
to a peer, who is downloading at very load rates from others except
