德马科(Edward DeMarco)会不会屈服于政治压力。大多数美国人没有听说过德马科，但
他所做的决定将影响到数百万名房屋业主。不管怎样，这样的影响也会波及德马科名义
上的老板——美国总统巴拉克•奥巴马(Barack Obama)。
在房地产泡沫破裂逾4年后，死气沉沉的美国住房市场显示出几分复苏的迹象。与受到
欢迎但降幅仍然有限的美国失业率一样，为住房市场最近的萌动欢呼还为时尚早。正如
数百万失业者决定了美国就业市场的形势一样，1100万左右美国人的住房“沉入水下”
（即房屋价值低于抵押贷款余额）的情况也制约着美国房价。
在这些大量积压的潜在止赎得到解决之前（按目前的速度计算，可能还得需要4年），
美国住房市场不太可能强劲复苏。这意味着美国经济增速将不太可能超过趋势增长率（
目前估计为2%-2.5%）。这进而意味着，失业率不太可能进一步大幅下降。如果住房市
场没有完全复苏，美国整体经济的复苏就不太可能达到“逃逸速度”。各界经济学家都

这就是德马科起作用的地方。在美国历届政府的记录中，很少有哪位总统遇到过如此执
拗的监管者。迄今为止，德马科一直反对白宫允许资不抵债的借款人大幅减记贷款本金

。他们把道德风险挂在嘴上。不负责任的行为将不再得到奖赏。民主党人则认为，如果
不实施援助，住房市场不会复苏。然而他们（尤其是奥巴马）太晚才认识到这一点。目
前的援助仍然太少。在面向银行的7000亿美元问题资产救助计划(Tarp)实施近4年之后
，美国房价仍比历史峰值大约低了三分之一。
这样的局面早就需要出动“火箭筒”。但奥巴马只提供了一支“步枪”——德马科还不
愿使用。而且奥巴马用了三年时间才做到这一点。他缺乏信心，不敢冒险与茶党进行政
治对抗——Tarp让整口井都变得有毒，使任何进一步的纳税人援助措施都难以出台。实
际上，他做不出解雇德马科的决定，转而任命一个更听话的代理主任——这完全在他的
权力范围之内。要是民粹主义者再闹出什么动静，风险就太大了。
然而，奥巴马完全有理由按自己的主意行事。应该让市场自然触底的观点出自一些已故
经济学家的著作。这些经济学家影响了赫伯特•胡佛(Herbert Hoover)政府时期
的财政部长安德鲁•梅隆(Andrew Mellon)，而梅隆对破产清算的痴迷让美国陷入
了萧条。经济学界自此抛弃了住房市场存在任何单个目标均衡的观点。如今经济学家们
推崇多重均衡，在英语中这意味着监管机构可以影响市场进行结算的价格，简单而言就
是存在一个解决方案。所有的障碍都来自政治。
这里有两个更好的观点，它们都可以在采访中使用——实际上奥巴马经常使用它们。第

its timeline for a highly anticipated decision on whether to allow principal
reductions on loans owned by Fannie Mae and Freddie Mac, an agency
spokeswoman said Friday.
The agency had previously said it would announce its determination by the
end of the month, but is now no longer expected to do so.
“FHFA continues to work on its principal forgiveness analysis and is in
discussions with the Department of the Treasury,” a spokeswoman for the
agency said Friday. “A final determination on the Treasury proposal for
triple investor incentives for Hamp Principal Reduction Alternative is being
deferred until we conclude these activities.”
The agency did not specify a new target date for its decision.

homes in California from the pilot program of the REO Initiative, which
