We have received official notices that China telecoms will increase
rates to China starting at Beijing Time 00:00:00 on November 1, 2002
(11:00:00AM USA Eastern Time October 31, 2002). While we do not know
exactly what the rates will be, we do believe that the rates will be
increased by 8-10 times.
