2006年做的,那时候NCEES刚开始这项评估服务,非常难,中国的土木本科基本不通过
。我也没能幸免,短缺11个学分。因为这个短缺,当时费了老大劲才拿到PE执照。近年
来,NCEES更改了评估标准,现在比较容易,大部分国内高校土木学位都能通过了。我
2013年重新付费请NCEES重新评估我的清华本科,顺利通过。

Remove Additional Requirements for Foreign-educated Applicants for P.E.
License
不能逆来顺受,要反对州政府的Go P规定。
Dear engineer friends,
I am writing this letter to call for your action to strive for equal
treatment for foreign-educated engineers in engineering licensure for the
engineering and surveying professions in USA.
I am a civil engineer who obtained bachelors degree from a non-USA
univiersity. If you are an engineer, I am sure you know the importance to
get a Professional Engineer license in USA. However, many states have
additional requirements for have additional requirements for foreign-
educated applicants who obtained his/her bachelor degree from a non-USA
college. These requirements include, but not limited to (1) course-by-course
evaluation report of applicants’ foreign educational credentials (2) proof
of completion of the Test of English as a Foreign Language (TOEFL), even if
applicants have obtained his/her advanced degree(s) in an ABET-EAC
accredited engineering program in USA and worked in USA for many years. This
costs us money, takes us time, but brings no benefit to the public.
I believe those additional requirements are unfair, unnecessary, and
unconstitutional. I started an NGO and an online forum to against this. The
name of this organization is AMERICAN SOCIETY OF FOREIGN EDUCATED ENGINEERS.
The acronym of this organization is ASFEE. Our mission is to support and
participate in litigation that strives for equal treatment for foreign-
educated engineers in engineering licensure. We will discuss the next action

It is open to public, financial-free, and obligation-free.
Many of us graduated from a top engineering university aboard and were
admitted to an ABET-EAC accredited advanced engineering program with full
financial aids. The excellence of our course study should be and has been
already evaluated by our advisor, not any other agencies. There is no doubt
that we met top engineering program’s standard. It is ridiculous that an
advanced degree holder still needs an evaluation of his/her bachelor’s
courses.
We took the TOEFL and even GRE test many years ago when we applied for
advanced degree program. We completed our advanced degree and have been
working in U.S. for many years. The excellence of our English ability should
be and has been already evaluated by our Ph.D. advisor and employers, not
any other agencies. Again, there is no doubt that we can listen, speak, read
, and write in English fluently. It is ridiculous that a professional living
and working in US for many years still needs an evaluation of his/her
English.
A course-by-course evaluation and TOEFL test are just bureaucracy and cost
significant of money and time to us and affect our professional work. They
only put hurdles to us, but offer no benefit to the public. In addition,
they are discrimination of national origin. Obtaining a P.E. license is
critical for us to apply for many jobs. Many states policy is an unfair
treatment because of our national origin.
On the other hand, the civil engineering infrastructure is aging and in poor
condition. As Abraham Lincoln said: “You cannot escape the responsibility
of tomorrow by evading it today.” Putting unnecessary hurdles to foreign-
educated applicants also hurt the interest of USA and the public welfare. |

Department of Financial & Professional Regulation (IDFPR) (or other state
agency) (discrimination based on national origin) through The Illinois
Department of Human Rights (IDHR). See below for details:

这些特点都是土木的长处。

从新到学校开材料实在是麻烦。
