何美湄：關於舊金山業主抗議SB1439
咻敿胺课菸瘑T會的所有共和黨參議員和Galgiani參議員都反對SB1439。因爲此法案不
涉及加州財政，此法案下一步將會在參議院全體投票。
此法案授權舊金山市政府要求出租屋業主必須擁有出租屋五年以上，才能依據章愛麗絲
法案退出房屋租賃市場。簡而言之，此法案嚴重影響業主收回出租屋的權利。
All Republicans have opposed SB1439 in the Transportation and Housing
Committee and Senator Galgiani also opposed. The bill will go to the floor
for a vote next as it does not have any fiscal impact.
It’s a San Francisco district bill that authorizes the City of San
Francisco to require all owners of rental property to own the property for
five years before they can exit the rental market under the Ellis Act. The
Ellis Act is a mechanism enacted to allow property owners in rent controlled
areas to exit the business of providing rental property when they desire
under conditions stipulated by the local government. This bill carves out
one city -- San Francisco -- to severely restrict property owners from
exiting the business.
