Established in 1988 in New York City, Zigen is an international non-profit
organization that facilitates local partnership programs to address critical
needs for people in poverty in China. Zigen breaks the poverty cycle
through local partnerships models that are relevant, replicable and
reportable.
Zigen’s mission: To mobilize people-to-people assistance and to promote
human-centered sustainable development.
Target of support: The people in China’s most remote and poverty-stricken
rural areas and migrant workers in the greatest hardship. Zigen pays special
attention to supporting equal opportunities of girls and women for
development.
Content of support: The most basic human needs, including basic education,
medical and health care, environmentally appropriate technologies and small-
scale economic development.

疗卫生条件将会恶化。

Beijing Shahe Community Activity Center Relocates to New Environment, New
Starting Point and New Challenges
In Shahe, situated outside Beijing’s Fifth Ring, rents are low and
transportation is convenient. About 600,000 workers across various
industries and occupations reside here, and make up slightly more than 90%
of the district’s population. As of today, where is their place after the
demolition of the Shahe district? In September, the demolition went into
full swing. The Shahe Workers Community Center finally departed Ximendong on
October 1 and arrived in the Shegezhuang community. After two days of
arduous struggle, the new activity center came into being. October 3 - the
3rd Adult English Class session commenced at the new community; October 8 -
the new activity center began weekly regular meetings; October 10 – the
first group of volunteers were received; October 16 – a film was
screenednin the evening.

北京沙河社区活动搬迁—新环境、新起点、新挑战
沙河位于北京五环外，房租较低，交通方便。来自各行各业的打工人员大概有60万
居住在此，占此地区人口10:1强。如今，沙河地区拆迁，哪里将是他们的去处？！
拆迁在9月份全面铺开。沙河工友社区中心最终在十月一日，搬离了五年的西门洞，来
到史各庄社区。经过两天的奋战，新的活动室诞生了。十月三日在新的社区里，第三届
成人英语开课；十月八日新的活动室开了每周例会；十月十日迎来了第一批志愿者；十
月十六日晚上放映了电影。

Convening of Zigen Year 2010 Members Meeting and Directors Meeting
On October 30, the 2010 Zigen China Members’ and Directors’ Meetings were
convened at China Agricultural University. At the members’ meeting in the
morning, the China Zigen Board of Directors and staff member delivered the
2009 project, promotional and financial reports. Members offered views and
suggestions for Zigen’s overall work and chose 3 new board members. At the
directors’ meeting in the afternoon, plans were made for Zigen’s future
work. Zigen’s role in China’s social development and the next step in its
promotion were discussed along with strengthening its work in external
communication. In the evening, exchanges were conducted between new and old
members.

10月30日，中国滋根2010年会员大会暨理事会于中国农业大学召开。在30日上午的会员
大会上，中国滋根理事会及工作人员向会员大会作了2009年项目、推广以及财务工作汇
报，会员对滋根整体工作提了意见和建议，并更选了3名新的理事成员。下午召开了理
事会，理事会对滋根今后的工作方向做了规划，并就滋根在中国社会发展中的角色、下
一步的推广、加强滋根内外部沟通等工作做了进一步的讨论。晚上，新老会员之间进行
了的交流。

Beijing Xisanqi Migrant Workers’ Children’s School Growth Curriculum
Because the Xisanqi Migrant Workers’ Schools urgently needed mental health
and growth courses, the Zigen Xisanqi Activity Center volunteers, Bao
Dongping and Guan Pei, set up a growth curriculum for the children, teaching
one class each week for a total of 10 weeks. The participants included 48
sixth grade children. On September 29, the first class took place. The
growth curriculum centers on the lives of the migrant workers’ children,
inspiring them to view and face various problems from a broad perspective.
Through these growth lessons, it is hoped that more people would be able to
understand the living situation of migrant workers’ children and their
likes and dislikes.

北京西三旗打工子弟学校成长课
西三旗打工子弟学校急需少儿心理健康成长课程。滋根西三旗活动室的志愿者包董
平、官沛走入这个子弟学校，给孩子们开设了一门成长课，每个星期一节课，共十个星
期。对象是六年级的48名儿童。9月29号第一堂课。成长课期望，贴近打工子弟的生活
，启发他们用广阔的视角去看待和面对各种问题。通过成长课，我们也希望更多人能了
解打工子弟的生活现状和他们的喜怒哀乐。

Yang Guiping’s Beijing Aeronautics Lecture on “Dilemmas and Challenges
Facing Chinese Rural Education”
On the evening of October 17, the Beijing Aeronautics University
Graduate Student Academy invited standing vice-chairperson Yang Guiping to
deliver a lecture on” Dilemmas and Challenges Facing Chinese Rural
Education”.
Teacher Yang recalled the “Baodiao Movement” set off by
exchange students from Taiwan, Hong Kong and the United States in the
seventies and eighties of the last century and 15 years of consolidating old
Baodiao friends with hearts inclined towards the development of the
mainland. Everyone had donated funds and labor, and founded the Zigen Fund
in the United States in 1988 with the goal of participating in the
development of the poorest areas of the countryside in China. Members of the
China Zigen Society for the Promotion of Rural Education and Development
have struggled for many years at the grassroots level.
There was a live screening of Zigen’s 2008 film No Fifth Grade depicting
the schooling difficulties of children in Luliang District, Shanxi Province,
where the closing and resultant merging of schools resulted in the loss of
fifth grade in their village.
The families had no choice but to spend more money to send their children to
study in the township and county schools. The reaction to the lecture was
enthusiastic and students raised many questions. Their discussion did not
end until nine in the evening.
From the end of October to the middle of November, Zigen will arrange a
series of lectures on similar topics at Agricultural University, Beijing
Normal University and People’s University.

杨贵平北航讲座“中国农村教育面临的困境与挑战”
北航校研究生会学术部，邀请滋根常务副会长杨贵平老师于10月17日晚在北航做
了一场题为“中国农村教育面临的困境与挑战”讲座。
杨老师追忆了上世纪七、八十年代，台、港、美国的留学生掀起的“保钓运动”
，15年的岁月凝结起一批心牵大陆发展的保钓老朋友。大家出钱出力，于1988年在美国
创办滋根基金会，参与中国最贫困农村的发展。95年在中国成立了“中国滋根乡村教育
与发展促进会”，其成员多年来一直奋斗在基层。现场还播放了滋根08年的电影《没有
五年级》，电影展现了山西吕梁山区的孩子因撤并学校，村庄里没有了五年级，不得不
花更多的钱到镇上或县里读书，而引起新的上学难。讲座反响热烈，同学们提了很多问
题，讨论直到晚上九点才结束。
10月底至11月中，滋根将在农大、北师大、民大等学校安排同样主题的系列讲座。

Zigen’s Beijing School for Migrant Workers’ Children Held Training
Sessions for Volunteers of the “Model Reading School” program.
On October 10 and 24, 2010, the “Model Reading School” program
held two training sessions for volunteers at Dongfanghong School in
Changping, Beijing. Volunteers were trained in teamwork, volunteer spirit,
interpretation of picture books, and story-telling, among other topics.
In the fall semester of 2010, Zigen collaborated with Meiwei
Shuzai to pilot the Model Reading School project. The project recruited a
total of 40 volunteers, of whom 20 were university students. In September
and October, the volunteers completed the cataloguing, shelving, and
recording of books in two school libraries. The libraries opened in November
. Each class also has a library corner. After these training sessions,
reading classes and weekend reading events will take place at the school.

滋根北京打工子弟学校《阅读示范校》项目举行志愿者培训
10月10日、24日，在北京昌平东方红学校，《阅读示范校》项目举行了两期志愿者培
训。培训内容：团队合作、志愿精神、认识图画书、如何讲故事等。
2010年秋季学期，滋根与“美味书斋”合作，在两所打工子弟学校试点《阅读示范校
》项目。该项目招募了社会志愿者20名，大学生志愿者20名。9、10月，志愿者们完成
了两所学校的图书清点、整理、编号、上架、录入等工作。11月份图书可开放借阅。图
书角已进入各个班级。本次培训后，校内阅读课和周末读书会将全面开展。

Beijing Normal University Assistant Professors Xu Kai and Zhao Shuxian
Conduct Research on School Closures and Mergers in Shilou, Shanxi
From October 3 through November, Xu Kai and Zhao Shuxian,
members of Zigen China and Assistant Professors of Education Management at
Beijing Normal University, conducted research on the closures and resultant
mergers of rural schools in Shilou, Shanxi. Graduate student Liu Xiaoli also
participated in the research. The research team visited 10 schools in eight
villages, including Xiaosuan, Qianshan, and Hanjiashan and interviewed
families who had relocated to county centers due to school mergers. They
also discussed the topic with Shilou County education officials.
The researchers found that children’s schooling poses a
significant financial burden on poor families and that financial aid is
direly needed. The living conditions of boarding students need immediate
improvement, especially in providing adequate food and nutrition as well as
hot water. Teachers have few resources, and those who were formerly at small
rural schools but moved when their schools merged have difficulty adjusting
to the teaching requirements of central schools. There is a strong need for
professional training for these teachers.

北师大副教授余凯、赵树贤在山西石楼开展“撤点并校”调研
2010年10月3日至11日，中国滋根会员、北师大教育管理系副教授余凯、赵树贤及
其研究生刘晓利赴山西石楼进行“撤点并校”专题调研。调研团队先后走访了小蒜、前
山、韩家山等地的10所学校及8个村庄，对因“撤点并校”而搬迁到乡镇、县城的家庭
进行访谈。并与石楼县教育系统相关人员进行讨论与交流。
调研发现：贫困家庭孩子上学的经济压力很大，助学金项目仍然急需；住宿生的生
活条件急需改善，特别是在伙食营养、热水供应等方面；师资力量薄弱，被撤并的乡村
教学点的教师不能适应中心小学的教学要求，对这些教师进行专项培训的需求非常迫切。

Gouxi Elementary School in Tongren City’s Wanshan District in Guizhou
Province Acquired Exercise Equipment
The most secluded village elementary school in Chadian, located in the
Guizhou city of Tongren, is in poor condition and lacks qualified teachers
and adequate teaching resources. Currently, the school has 127 students,
including 63 female students; six classes; and six teachers, including two
female teachers.
Professor Ran Shuren, friend of Zigen USA, has been conducting a study on
pollution in Gouxi. Hoping to contribute to local education , she partnered
with Zigen to support a project designed to bring exercise equipment to
Gouxi Elementary School. The project budget is 1,700 renminbi (approximately
$256). The school signed an agreement with Zigen on September 28, and Zigen
wired the money to the school on the same day. On October 5, the school
purchased the exercise equipment with the received funding.

贵州铜仁市万山特区垢溪小学体育器材项目到位
贵州省铜仁市茶店镇最偏远的一所村级完小，办学条件、师资和教学资源相当匮乏。
现有在校生127人，其中女生63人。6个教学班，教师6人，两名女教师。
滋根美国友人冉树人教授在垢溪进行汞污染环境实验。她希望对当地教育尽一点力，
即与滋根合作，支持垢溪小学文体器材项目，金额为1700元人民币。学校于9月28日与
滋根签订合同，滋根雷山办公室9月28日打款到学校，学校10月5日购买了申请的文体器
材。

Hong Kong’s “Meaningful Travel” Group Visits Zigen Southern Office
On October 10 and 19, 2010, Zigen Southern Office in Leishan received eight
teachers and 39 students from Hong Kong’s CIS High School and HKIS High
School, respectively. The teachers and students were traveling as part of
the Meaningful Travel program. Zigen staff spoke with the group members and
presented a slideshow of Zigen history and current projects.
Hong Kong’s Meaningful Travel program is one of Zigen’s donors, and a
group visits a Zigen project village each year to learn about the progress
and accomplishments of projects onsite.

2010年10月10日，10月19日滋根南方（雷山）办公室，分别接待了来自香港CIS高中
和HKIS高中由8名老师带队、39名学生参加的香港“有意义旅行”团队。滋根员工与团
队互动，并以幻灯形式，展示滋根前辈的故事和滋根目前的项目。
香港“有意义旅行”团队是滋根捐款者之一，每年都会到滋根的项目村寨进行参观游

QueNiao Community Clinic Center Completed Renovations (Leizhou, Yun Nan
Province)
The QueNiao Community Clinic Center in Leizhou District was first opened in
2004. After being hit by the severe snow storms in 2008, the center, along
with many other clinic centers in the district were left with various
degrees of damages. The situation got worse on rainy days. At the end of
2008, Zigen granted $15780 RMB to Fang Xiang Medical Center, and they
started the renovation of the QueNiao Center. However, process went slower
than anticipated. The project was finally completed in August, 2010. To make
up for the lack of funding, Fang Xiang Medical Center self-funded $1596RMB
to the project.

贵州省雷山县雀鸟村卫生室维修项目竣工
贵州雷山县雀鸟卫生室是2004年投入使用。经历了 2008年的雪凝灾害后，雷山县很
多村卫生室都有不同程度的损坏，雀鸟卫生室也受到不同程度的损害，一下雨就漏得更
厉害。滋根在2008年底资助了方祥乡卫生院15780元人民币，用来维修雀鸟村的卫生室
；但维修进行比较缓慢， 2010年8月底才最后完工。在项目后期经费有些缺口，方祥乡
卫生院自行筹集了1596元。

Zigen Promotion Activities at the University of Massachusetts, USA
An unusual National Day celebration was held at UMass Amherst’s Central
Building conference room on October 1, 2010. Workers from Zigen New York
drove to attend the event despite bad weather. In front of a roomful of
Chinese students, they introduced Zigen’s principles and its 20 years of
great achievements. The audience responded with great enthusiasm. Two short
films were shown at the event: “Sparrow Village” and “Healing Stories in
Miao Tribe”. The films show the educational and medical challenges faced in
China’s remote villages, and the importance of Zigen projects.
The event lasted more than two hours. Zigen’s village projects received
praise and students raised many concerns, for example, how to participate in
Zigen activities, personal experiences with Zigen, whether Zigen projects
could help the fundamental problems there, etc. Many students wanted to see
more of those short films and for those films to reach more audience.
In answering the students’ questions, Zigen workers pointed out that
government involvement is the key to solve fundamental problems faced in
those areas. They also discussed Zigen’s long term involvement in raising
public awareness in tough issues, its participation in solving community
problems, and its efforts to call for better public policies.
滋根马萨诸塞州立大学宣传活动
10月1日下午3点半，在马萨诸塞州立大学 (UMass Amherst) 的中心大楼911-915会议室
举行了一场不寻常的国庆活动。纽约滋根的工作人员不顾恶劣天气开车前往，为中国学
生介绍了滋根的基本理念及20年的卓越成就。反响非常热烈。活动中，播放了滋根拍摄
的两部纪录片：《雀鸟村》，《苗乡医事》；分别反映国内农村贫困地区，教育与医疗
的困境，直观感受滋根项目的巨大意义。
活动持续了两个多小时，滋根的乡村建设项目获得好评。同学们也提了一些关心的问题
：如何利用自身条件参与滋根的活动；滋根工作人员参与滋根活动的经历；以及滋根项
目是否能够根本解决农村的问题等。不少学生希望能够增放滋根纪录片，以期扩大宣传
面。
在回答同学们的问题时，滋根工作人员指出要彻底解决农村问题，必须要有政府出面，
同时也介绍了滋根在引起公众关注、参与解决中国农村问题，呼吁调整、改变相关公共
政策方面长期一贯的努力。

Zigen and AT&T Promotional Event
On October 15, Zigen workers visited AT&T’s New Jersey
laboratory. They used lunch breaks to introduce Zigen’s history, mission,
and major projects. The Chinese employees at AT&T are potential Zigen
sponsors, as most of them are young and came from China. The audience
learned about village girls’ lack of educational opportunities, and they
grew more concerned about the execution of Zigen projects. For example, they
wanted to learn how to choose a project, how to follow up, and how Zigen
projects are different from government-sponsored programs such as Project
Hope. They also asked how Zigen funds are being distributed. Zigen workers
addressed all those concerns and introduced how the cooperative process
works among its offices and cooperators. Some questioned the lack of focus
for Zigen’s shift from its earlier goal of helping girls attend school, to
its current goals of setting up medical and women centers. To address such
concerns, Zigen workers explained how projects are modified to catch up with
changes in the villages. From supporting school-age girls to “one school
for each village” programs, Zigen keeps its eye on village developments
such as medical, environmental, and women support efforts.. All through its
history, Zigen has maintained a focus on offering timely help to local
communities, and has carried on a grass-root, realistic approach to problem
solving and community development.
滋根AT&T宣传活动
10月15日中午12点，滋根的工作人员到AT&T位于新泽西的实验室，在午餐间隙
，介绍滋根的历史、理念与主要项目。AT&T中国员工是滋根潜在的捐助者。AT&T的中国
员工大多是近来来美国的年轻人。他们表示，对国内贫困地区女童失学的情况有了解。
因而他们更关心的是滋根项目的执行情况：如滋根如何选定资助对象；如何进行项目跟
踪；滋根的助学计划与“希望小学”的区别等等。他们关心捐款使用是否恰当。因此滋
根工作人员详细介绍了滋根的项目流程；滋根项目点的办公室职责与行之有效的联络员
系统。也有人提出，滋根早期集中在女童上学的项目上。如今又增加医疗卫生、妇女中
心等项目，显得目标不清，有些杂乱。滋根工作人员根据这一具体问题，讲述了滋根如
何根据中国农村的发展变化，适当地调整自己的项目。从支持女童入学到以“一村一校
”为中心，将医疗、环境、妇女发展等乡村事务纳入规划，正是滋根扎根基层、因地制
宜，实事求是地坚持“雪中送炭”的基本原则。

的资助。而去年资助30名学生中，有5名在今年7月份已经毕业。目前保留下来的25人，

项目名称：贵州省榕江县栽麻乡高扒小学贫困住校生生活补助（营养加餐）
项目金额：9000元（人民币）
项目摘要：项目高扒小学地处榕江县栽麻乡高扒村，是全乡唯一的具有历史悠久的古苗
寨，全村有351户，总人口为1526人，分为8个自然寨，6个村民小组，距榕江县城20公
里，距乡政府18公里。高扒小学是一所村级完小，在校生有234名，教师11人，因自然
寨分散有一半多的学生须住校；现有住校生123名。目前住校的学生中有32名得到国家
补助。还有77名没有得到补助。为了让贫困的学生都能得到同等待遇，方校、当地教育
局、政协智力支边办一起向中国滋根，申请贫困学生生活补助费9000元（人民币），作
为贫困住校生生活补助。

项目摘要：高扒小学地处榕江县栽麻乡高扒村，是全乡唯一具有历史悠久的古苗寨，全
村有351户，总人口为1526人，分为8个自然寨，6个村民小组，距榕江县城20公里，距
乡政府18公里。高扒小学是一所村级完小，在校生有234名，教师11人，因自然寨分散
有一半多的学生须住校；现有住校生123名。高扒村是全乡唯一的苗族村，苗族文化很
浓郁，有古老的苗族飘琴、筒笛、古歌等最丰富的文化，学校的学生都是来之苗族村寨
，随着汉文化的影响，苗族传统文化将失传。目前只有老人才懂得苗族的来历与文化，
特别是龙昌权老人。歌声是唯一的苗族文化的传承方式。目前校方希望聘请这个老人来
传授民族文化，特申请中国滋根4700元（人民币），作为购买乐器和老师聘用费。

项目名称：贵州省榕江县栽麻乡栽麻中心校3名代课教师生活补助

项目摘要：栽麻中心校位于榕江县东南部，距县城27公里，是一所乡级中心完小，辐射
栽麻乡一、二村共18个村民小组，总户数917户，总人口4257人，其中侗族人口占90以
上，是一个侗、汉、苗等民族杂居的村寨，学校现有教师25人，其中代课教师3人，在
校学生540人，因近年物价上涨过快，国家正式教师工资平均都在2300元以上，而代课
教师工资只有550.00元，根本难以维持生计，他们是单位中的弱势群体。工作多，待遇
只有公办老师的1/4弱，生活十分困难。但由于学校经费紧张，他们只能靠每月550.00
元的工资维持一家老少的生活。他们凭着一颗默默的奉献精神，在支撑着他们的三尺讲
坛上耕耘，送走了一批又一批的学生。学校特向中国滋根申请《代课教师补助项目》，
申请金额为9000元（人民币），每人每月300元，按10个月计算。总金额为9000元（人
民币）。

项目摘要：香港加拿大国际学校师学生到过滋根南方项目点进行多次参观及交流。为中
国滋根贫困山区项目点的学校、学生和村民提供了不少的帮助。并于2008年12通过与滋
根南方办公室的讨论，资助方祥乡5个女高中生，如今这 5名学生已经进入高三年级，
明年7月份就毕业。资助时间已经延续了2年。这个过程中，滋根南方办公室与雷山民族
中学负责奖助学金的李跃福老师共同发放助学金给学生。主要资助的费用：4个月生活
费每人每月300元。5个人共计6000。1个学期的学费每人每学期1000元，5个人共计5000
元。一次性捐赠，按学期发放。资金来源，香港加拿大学校捐款。实施项目，由中国滋
根南方办公室相关负责人发放与跟踪。本项目没有项目合同，属于滋根自主管理型项目。

项目摘要：滋根支持国仁城乡（北京）科技发展中心农村妇女传统手工艺培训及推广费
2万元人民币。具体支持安徽阜南县柴集镇王老兴粮食专业合作社妇女手工艺小组，开
展农村妇女传统手工艺培训及推广。即组织合作社妇女骨干到成熟的手工合作社学习；
社会技术志愿者参与支持设计技术以及市场；建立手工合作社与消费合作社的沟通渠道
；组织消费者协会成员前往手工合作社交流、参观，同时组织手工合作社成员参与消费
者协会的活动。

项目摘要：依据中国滋根章程，每三年召开一次会员代表大会，每年召开理事会。2010
年中国滋根会员大会暨理事会增加新会员28名，改选新理事3名。2010年会员大会暨理
事会是滋根组织发展工作的重要会议，山西、青龙、云南等地的项目负责人以及地方联
络员也将参会，预计总共60人到会。
