according to the below post, the AC21 recaptured 130K unused visas from 1999 and 2000. The juicy part is that the recaptured visas are consumed only after 140K annual quota is reached.
So far only less than 110K were used!!!
Can you push SOB to release these visa numbers? Can't we sue them if they
don't follow AC21?

If we sue DOS/CIS, the court may reassign these visas. We should fight for
