the history suggests that the workload at the end of the immigration year
is so huge that a large number of quota is often wasted, while thousands of
applicants are waiting year after year for the quota. |

要想改变现状，需要有足够说服力的东西去说服他，以前有人做的Perm分析，就可以拿
来试一试，不过，可能每年都需要negotiate一次，也不是长久之计。

visa number due to apply quarterly spill over because EB2 is not as
predictable as EB1 (this is worse for him than wasting quota and delaying
EB2C/I). NIU/LIA/anybody shall argue that although it is not as easy to
predict as EB1, it is clear there will be enough SO, applying some SO
quaterly (make sure there will be SO at year end) shall not be a risk.
