Here is why:
If that USCIS has used up Visa numbers for Sep's cutoff date is true, then
it could imply that USCIS over estimated the spillover visa numbers.
Now the question is by how much? if it is a lot, then Noverber's cutoff date
could go back again becuase they have to use 2011's visa numbers to digest
old cases first.
I would guess, the best case it is by the end of 2010, the neutral case is
Jan-Feb 2011, the worst case is July 2011 to wait for 2011's spillov | s*******r
