cutoff dates over the next few months. Although our employment-based clients
may be disappointed by the slow forward movement which is expected, our
family-based clients should consider preparing and filing family-based
applications, especially in the FB2A and FB2B categories which are expected
to note significant forward movement in the near future.

each green card application case is larger than previously expected (because
many primary beneficiaries have married and have children).
我周围的全都是本来就把配偶的case提上去了的。所以说“each”肯定不对。
在美国生的孩子不占配额吧。把“have children”提出来什么意思。
明显O是就是想打击职业移民，给我们添堵。 |

VB在夏天分SO之前肯定是缓慢前进，这个本来就预计到了。版上很多技术派人物都分析过了，一万多中国EB2C485库存摆在那里的。
老印6万个EB3不一定人人都可以去升级到EB2.涉及到重新办PERM和I-140，对于那些3年
制大学本科学历的老印来说风险很大，不一定人人都去试。
FB需求不足难道不是好事？EBC可以多些SO。
形势没有YY中那么好，也绝对没有想象中那么坏。 |

And this change can't be done by same empolyer. You need change a job.
For ICC based people, this is even harder to get H1B transfered, even
further to get new PERM. So this 10% unemployment rate will block most of
those people to move to EB2 even they work for more than 5 years.

EB3->EB2 can be done by the same employer as long as it is a different
position. For some India and A3 type of company, they are successfully did it.
True, because of some risky, not all EB3 is trying to do it. But some stronger candidates do trying to do it. These people are working for the same empolyer for a lot of years and some is even promoted to manager level. So it is not really hard for them to do it.
And now PERM / I140 is very fast, it is even enco

设想一下你是EB3I。 我看要求增加名额还不如联手EB2I 要求阻止 EB3I->EB2I 来的实
惠，至少在这一点上EB2C 跟EB2I 利益是一致的。 仅提出一个思路。
