是否可以告O违宪呢？
虽然法律没有明确规定是按国籍还是priority date 来分SO,但是法律规定7%的原则就
是diversity,
人为的解释成按priority date来分显然违反了这一原则。可能很难更改法律，但是如
果我们能让uscis出一个memo来明确解释的话，会不会容易点呢。希望有搞法律的能解
释一下。
