见于EB3C诉讼文件.文中有这样一段话:"During each of the first three quarters
of any given fiscal year, USDOS can use no more than 27% of the total
immigrant visa numbers to be used during the entire fiscal year. INA §201(a
)(2), 8 U.S.C.§1151(a)(2)."
