Thank you for contacting me regarding H-1B visa policy. I am pleased to hear
from you on this extremely important issue.
Keeping America's economy strong depends on having enough skilled workers.
That means making certain education and training opportunities are
affordable and accessible to U.S. citizens, but it also means getting help
from the world's best and brightest when there are skill shortages -
particularly foreign students with needed skills who are already studying in
this country.
In the past, I have supported increases in the annual immigrant work visa
allotment to assist U.S. firms that were finding it difficult to fill
certain highly technical positions; however, I understand and share the
views of many Americans that, as the unemployment rate rises, Congress
should review immigrant work visa policy to ensure that employers are not
unnecessarily hiring immigrant workers.
As you may know, in August of 2010, Congress, with my support, approved the
legislation (P.L. 111-230) that increased the application fees for L-1 work
visas by $2,250 and by $2, 000 for H-1B visas for fiscal years 2012-2014.
I hope this letter adequately explains my view of the H-1B visa program, and
I will keep your concerns in mind as efforts to reform the H-1B program
move forward.

Thank you for contacting me about immigration reform. The need to fix our
broken system is clear, and I appreciate having the benefit of your insight
on one of the most important issues of our day.
Immigration reform must ultimately be about securing our nation's borders
and improving our system for legal immigration, not about rewarding illegal
