Your priority date is Nov 1, 2007, the cut-off date for China EB2 for next
month is Nov 1, 2007. In order to file I-485, the priority date must be
earlier than the cut-off date, not including the cut-off date. Thus, if
somebody's priority date is Oct 31 or earlier than Oct 31, then, he can file
I-485 if the cut-off date is Nov 1.
