真正的demand是要看已经披了的140，等着开门交485的数量。那个才是demand。
所以这个demand data基本上什么都不说明，唯一说明的就是前面说的，VB要出了，今
天或者明天。

但是考虑这几年经济不好，快速移动的可能性很大，不过出现C的概率基本等于0。

issue.
From the government's point of view,
(1) number of I-140 significanlty under-reflect the real demand.
(2) PERM data is 100% transparent
(3) The number of approved I-140 should be about 95% of approved PERM.
therefore, there's no additional data for approved I-140.

对于EB申请，他们手上最多有approved 140的数据。考虑到有些140可能因为工作变动
，申请人变动，不会file 485了。
然后再考虑一个EB 140平均要带2-3个亲属(老婆，孩子) 485。他们很难预测。
轻举妄动就是出07大潮那样的乌龙。

管能不能这个月批，在制定demand data的时候就假定他们会被批，所以就不在Dec的
demand里面了。
