Limitation Elimination Bill Introduced in the Senate Yesterday, 11/10/2011
One of the hottest House bills, H.R. 3012, was introduced by a Congressman
from Utah on the House side. Now, a Republican Senator from the same state
of Utah, Mike Lee, introduced S.1857 to eliminate the per-country numerical
limitation for employment-based immigrants and to increase the per-country
numerical limitation for family-sponsored immigrants. This bill may be a
companion bill of the H.R. 3012 on the Senate side, which apparently was
introduced yesterday in anticipation of House passing H.R. 3012 and reaching
of the bill in the Senate soon. The full text has yet to be made available.

我觉得 HR3012如果能够在HOUSE胜出
只要那个S的companion bill在SENATE胜出就可以了
HR3012是不是就不用再去SENATE表决一次就可以conference了？
这样一来通过国会的时间应该会快一些？？

别，要是因为看别人自慰导致高潮就更无聊了。。。。。。
个人观点是09年到10年中都有可能，这个仅供自己参考。

现在是3/15/08，种种迹象表明库存还没有补满，比较保守的估计到下个月库存基本建
成时可以收到08年6月（其实我觉得应该至少接收到08年底甚至09年初才能保证本年度
名额不会浪费）。考虑到从08年开始整个就业状况非常低迷，09年的申请数量应该少于
08年，所以到明年这个时候至少是09年中。
这是3012没有通过的前提下的保守估计，如果3012成为法律那应该比这个乐观许多
BTW, 如果到时候连08年都没有清空的话，那一定是有什么我们不知道的事情发生了，
我们这些10后们就可以去冬眠了。

Dear Nagesh
The exact timeframe of when this bill will come up is not clear but I will
attempt to explain the steps so you can track it better through the
legislative process.If this information is already known to everybody-please
consider this redundant and ignore it.
At this point-it has been "ordered to be reported" which basically implies
that the bill is worthy of consideration by the entire chamber.The next step
is for the staffers to prepare a detailed report on the bill.This includes
a detailed background of the bill,its intent and purpose and cost/impact
analysis.This can take betwenn 2-4 weeks generally from the time of
committee passage.Most committees only have 10% of the entire house on the
panel and the rest of the members base their decisions on what they read in
the report. Almost all bills need a cost estimate from the Congressional
Budget Office and that is where I usually look next to see if an estimate
has been asked for.Go to and click on Cost estimates and then browse
estimates.If you see the estimate for the bill then the report is close to
being filed in the house.So far I don't see an estimate for H.R.3012 but
today was a Federal holiday.
If the estimate is available go to thomas.loc.gov and click on committee
reports on the left and go to the last page and see if it has been reported.
Some bills go to the House calendar and others that involve spending changes
go to the Union Calendar. There are approximately 50-60 bills that have
been reported and yet to be brought to the floor.The House leadership
decides this based on various political influences. Generally between 2-3
bills are debated/passed in the House on every legislative day.
Another thing to keep an eye on is the Congressional Calendar.Go to
There are 13 legislative days left for the house of representatives for 2011
if they keep the date for adjournment as December 8.They will reconvene
again on January 17th and one hopes that this bill can get some floor time
before then.As the report has not been filed yet and with so many other
bills waiting-it remains to be seen if it can brought expeditiously to the
floor and passed before the Thanksgiving recess.
If it passes the House-it goes to the Senate where it is most likely going
to be "read twice and referred to the Senate Judiciary committee".The senate
committee conducts Executive Business meetings where nominations and
legislation is considered.Google Senate Judiciary committee and go to
Hearings/Markups and see if the Bill is being considered. I read that there
is a companion bill in the Senate.Sometimes this is a good thing and other
times not so. The presence of a companion bill increases the chance that the
legislation will be considered (not necessarily passed).However ti does
open up the possibility of hearings/testimony being conducted thus delaying/
amending the bill.If the House is reported to the Senate from the Senate
Judiciary Committee and brought to a vote,only a simple majority is required
and no filibuster applies.
