number for PWMB? It doesn't make sense to think the available visa happens
to cover everyone exactly with pd before 08/2007. If there are still visa
available, I believe some people after 大潮 could also get lucky to secure
those remaining visa.

If the available visa number for this year is depleted, then it is depleted.
And some people before "big flood" will stuck for another year.
Or there are more visa number available that a group of people after "big
flood" could get their green card 4-10 month after they submit 485.
