Irish lobby。很显然他们是两手准备，一个有非移，一个没非移。哪个过了算哪个。
Brown法案的名字是：Irish Immigration Reform and Encouragement (IRE)，显然此
bill只针对Irish，不包含3012的high skill worker fairness。
