Please note, the Notarial Certificates (acting Birth Certificates) that
were provided by Mr. XX and his spouse are considered secondary evidence
by the USCIS. They highly encourage that one submit primary evidence along
with the Notarial Certificates, such as the household register (HHR).
Note, if Mr. XXX and his spouse are unable to provide the HHR documents we
can file the AOS application without them. However, they should keep in
mind that the USCIS might request they submit additional information
and/or documents;
