友在参议院工作，他也年近四十，职位很不错了，明后年他会竞选众议员。
我是这么说的：时间紧，没钱，没人，怎么推动法案？
他觉得在这种情况下唯一的办法是用心。
所以我们要用心了解每个参议员，短短一段话把马屁拍到最佳境界，然后在第二段话精
炼点题。
如果我们用了心，九十几个议员必然有超过一半的人会亲自阅读我们为他们量身定做的
九十几个马屁，其中有几个甚至十几个议员本来不关心，或者摇摆不定，说不定马屁拍
舒服了，就投了赞成票。
下面是我为Jeff Merkley量身定做的马屁，大家可以寄给他，但是不要寄给别人。
Dear Senator Merkley,
You impressed all the constituents and even people out of Oregon with the
most serious reflection upon the causes of the 2007-2009 financial crisis.
You'll be remembered for not only your famous amendment to ban liar loans,
but also the influential Merkley-Levin amendment in the Volcker Rule.
H.R.3012 has passed the House with an overwheling 389-15. The bill does NOT
increase a single visa number. It only proposes a first-come-first-served
principal for fairness. The endorsement of a very influential senator such
as yourself is urgently needed to make the bill pass. Your precious vote
will be engraved in our minds and we'll seek all opportunities to support
you in return.
如果用老猪的50%，我们可以在每封信里加一句：“If you're concerned with the
high percentage of 85% for any single country, we welcome your amendment of
this number to 50%."
我们人少钱少，只能通过多努力才能有效果。我的信的第一段的目的是表示我对Jeff Merkley很了解，他才会看下去，第二段才是要他支持。你如果寄给了别的参议员，别的参议员说，第一段是Jeff Merkley的政绩与成就，寄给我干吗？
最后我如果能够从NIU理事会拿到钱，会把九十几个量身定做的马屁做成卡片或者茶杯或者T恤或者别的东西在中国新年寄给这些人。总能打动几个。 |
