In order to travel on his EAD/AP document, XXX must carry the document with
him at all times. He should also have his passport and underlying visa when
re-entering the country.
However, the passport and AP are all he needs.
明明说了用AP，为什么律师还加上should这句，后面又接着However，是不是说明前面
