现在Rubio牵头，可以部分合法化非法移民，但是要等十年，加上各种边境安全之类的
trigger，算是留给共和党强硬派一点面子，这就不是直接大赦了。
奥巴马也明白，觉得这个妥协是可以接受的。

senate如果能通过，house应该问题也不大，这份bill是共和党和民主党大佬妥协的结果
