他分28.6%了，14万名额由EB2-5按原来比例瓜分。有问题吗？
另外再加(F)对应所有EB家属，(J)对应有PhD的申请人。这些也都不算名额了。有问题
吗？不是说有PhD就自动得绿卡了，而是PhD只要满足任何移民法规定的可以申请的条款
，比如FB，EB2，EB3，甚至EB4，EB5，就都不用排队了（即使其他人需要排队）。

例（G）EB1A

if后面的i，ii，iii只限制(G)也就是EB1A,和后面的EB1B,1C以及PhD没有关系，换句话
说，PhD和家属没名额不是局限于EB1的。当然，俺英语就这水平到头了。也不知道其他
款项有没有进一步的限制。
就这段而言，我这低级英语水平看起来是：
首先，各个大写字母是并列的，其狭小写字母只限制自己的大写字母项，然后具体：
所有家属不用占名额
Eb1a,b,c啥的取消名额限制（給EB2,EB3了）
然后只要过了Perm/NIW的140，没写Eb2还是Eb3，有PhD的就不占其名额
最后，Physician过了Residency有执照，无论是H1B或又是J1已经走Physician Waiver
的话，即使没有PhD，所谓的MD(实际是本科），如果不是Eb1的话，就是走EB2
Physician NIW，或者PERM，这样的也没有名额限制。
我觉得就算忽略家属不占名额应该是推广所有Eb这一条，光看特别列出来并列的
Physician走EB2 Physician NIW (没有PhD的）和perm也不占名额，也说明了这些并不
专指Eb1。因为Physician这条很明显指的是给Physician专用Eb2 NIW或者是直接Perm开
后门（没有PhD的特殊性）。
Physician这一块应该是很强的佐证适用范围可以推广到Eb1以外了吧。
如果忽略了其他的什么这段以外的条款，那就是俺知识量浅薄了。 |
