submitted i140 EB2 (premium process, stupid!!). Can I submit 485 based on
EB3 or do I have to wait for EB2 to be current?

It's better for you to turn in your i485 with your EB2 i140.
Eb3 will retrogress a few months later. If you turn in your i485 next month,
you might be able to get your GC before that. Relink i140 might be very
time consuming.

file 485，就算EB3倒退，等EB2到了，我再用NIW 140 relink,不知可行不？
