I'm writing to complain about the potential race discrimination conducted by
DOS officers who set up "Visa Bulletin" http://travel.state.gov/visa/bulletin/bulletin_6050.html.
Per the Visa Bulletin:
(1) There are only two countries which have backlog in visa under EB2
category: China and India.
(2) There are "otherwise unused" visas. But all "otherwise unused" visas
numbers are assigned to Indian applicants. None of them is assigned to
Chinese applicants.
This is very obvious race discrimination again the Chinese applicants.
Appreciate you help in investigating and resolving this issue.

policies against High-tech immigrants, especially for China-born applicants
in Employee Based 2 (EB2) category and about the possible race
discrimination conducted by
officers in Department of Defense who publish and decide "Visa Bulletin" http://travel.state.gov/visa/bulletin/bulletin_6050.html.
Per the Visa Bulletin:
(1) There are only two countries which have backlog in visa under EB2
category: China and India.
(2) There are "otherwise unused" visas. But all "otherwise unused" visas
numbers are assigned to Indian applicants. None of them is assigned to
Chinese applicants in this year.
(3)Side Story: Each year Indian EB2 applicants is around 8 times more than
Chinese applicants (only around 5000 per year) and the number is close to
all other countries' applicanthttp://www.travel.state.gov/pdf/EmploymentDemandUsedForCutOffDates.pdf because the "famous" India Consulting Companies (ICC) such as Infosys/Tartar/HCL/others account for 60% quota of every year's H1B in U.S. via their profit chain which penatraing the whole IT industry aross U.S..
Regarding these profit chain of ICC conveying so called qualified IT workers
from India, a lot of scandal and default things happened before, for
example check this and I remember you also wrote a letter to White House (
Senator Grassley's letter to President Obama about High-Skilled American

(4)In this year The current way to assign the quota from oversubscribed
countries in EB category only to India is against U.S interest and helping
the ICC to damage more and convey more unqualified workers to U.S., which
makes people doubting if there is something happening behind the scene.
This assignment of oversubsribed quota is totally unfair in the whole
immigrantion system and brings the huge impact in the future.
This assignment of oversubsribed quota is probablly against the policy/law
of 7% quota per country regarding the EB categories.
This assignment of oversubsribed quota is very obvious race discrimination
again the Chinese applicants.
Appreciate you help in investigating and resolving this issue. |
