"A lot of Indian green card applicants in E3 category were hired by ICC
companies directly from India. As it is widely reported, fraud and system
abuse commonly exists in ICC companies. This unlawful conduct is helping ICC
companies and encouraging their behavior of abusing the system."

the Indian cut-off date advanced 8 months, Philippines advanced 5 weeks, and
